The launching of the ESSDE was an historical event as it brought the largest public sector in Europe into the European Social Dialogue system, making the social partners co-legislators for their professional area at European level.

Description

Based on the assumption that a successful social dialogue is key to promoting quality education and to improving the working life of teachers and education personnel, ETUCE and EFEE wished to move forward with the project “European Sectoral Social Partners in Education striving for sustainable influence on European education policy building through successful social dialogue. The ESSDE capacity building project III”. The two-year project (2017-2018) co-funded by the European Commission  addresses the need for stronger and more effective results at European level, which could better serve the member organisations at national level. Through exchanges and discussions on topics agreed upon by the European social partners in their work programme in the course eight social partners national round table meetings in Portugal, Ireland, the Netherlands, Italy, Luxemburg, Denmark, Malta, Denmark and Finland, member organisations of ETUCE and EFEE are to further advance the debates within the ESSDE and to strengthen the links between the national and the European social dialogue.

Advisory Group

The advisory group is responsible for carrying out the planning, organisation and evaluation of the project. The members came from seven national education trade unions and from the European Federation of Education Employers (EFEE). As ESSDE delegates and Working Group members, they were chosen to ensure a geographical spread and to enable an exchange of expertise on the different traditions of social dialogue and education and training settings.

SOCIAL PARTNERS’ ROUND TABLE MEETING IN IRELAND ADDRESSES THE PROMOTION OF HEALTHY WORKPLACES IN EDUCATION

IMG 20170629 WA0007On 27 June 2017, ETUCE and the European Federation of Education Employers (EFEE) met the Irish social partners in education in Dublin, at the occasion of the second social dialogue round table meeting. Participants discussed the evolution, challenges and opportunities that European and national social dialogue brings about and provides with regards, in particular, to the promotion of healthy work places in the education sector. Participants were joined by experts from the European Agency for Safety and Health at Work (EU-OSHA), and the project’ expert consultant firm, ICF. Additionally, Slovakian Social Partners in education were invited to share their national experiences and build up peer learning. Read more

EDUCATION SOCIAL PARTNERS IN PORTUGAL DISCUSS THE PROMOTION OF THE TEACHING PROFESSION AT ROUND TABLE MEETING

IMG 9025On 8 May 2017, ETUCE and the European Federation of Education Employers (EFEE) met Portuguese social partners in education in Porto at the occasion of a social dialogue round table kicking off the joint-project “ESSDE capacity building III”. This meeting allowed social partners to reflect on current opportunities and challenges in the social dialogue at national and European level. During the meeting, social partners exchanged their experiences on education social dialogue at European and national level and highlighted the key obstacles for social partner’s involvement in the shaping and implementation of policies in the education sector. Participants also discussed the role of the social partners in promoting the teaching profession, including through initial training and continuous professional development. The meeting aimed at fostering the integration of the national social partners into the European Sectoral Social Dialogue in Education (ESSDE) and at enhancing their communication link and mutual knowledge. EUROPEAN AND DUTCH SOCIAL PARTNERS ON THE FRONT LINE FOR EDUCATIONAL EQUITY

On 11 October 2017, the third round table of the social partners organised by ETUCE and the European Federation of Education Employers (EFEE) took place in Utrecht, Netherlands. The meeting was hosted by ETUCE member organisation and partner to the project AOb. European and Dutch social partners in education gathered to discuss the current challenges in the education sector in the Netherland with a focus on how they could contribute to tackle educational inequity and to promote life-long learning opportunities for all. The meeting was attended by experts from KU Leuven and the European Commission who provided insight from academic and institutional perspectives on these issues. A representative from ETUCE Romanian member organisation FLSI exchanged with Dutch social partners on national challenges and opportunities for social dialogue in education.

ITALIAN AND EUROPEAN SOCIAL PARTNERS ADVOCATE FOR ENHANCED SUPPORT OF EDUCATION PERSONNEL AND STRONG SOCIAL DIALOGUE IN EDUCATION

file3On 14 November 2017, ETUCE and the European Federation of Education Employers (EFEE) gathered with Italian social partners in education in Rome, Italy. This fourth round table of the ESSDE Capacity Building project was the occasion for high quality discussions regarding the state of play of sectoral social dialogue at national and European levels, as well as the need to carve out comprehensive solutions for improving the support of teachers, trainers and school leaders, with a strong emphasis on social dialogue’s central role in this objective. Social partners in education were joined in the debates by external experts from the ICF (expert of the project) and the University of Nottingham, providing substantial data and academic research results on the topics at hand. Furthermore, Dutch social partners in education, AOb from the trade union side, and MBO-raad for employers’ organisation, provided an overview of social dialogue in their national context.

MALTA: ROUND TABLE MEETING OF THE EUROPEAN AND NATIONAL SECTORAL SOCIAL PARTNERS IN EDUCATION

malta2018On 15 February 2018, the fifth round table meeting of the European Sectoral Social Dialogue in Education (ESSDE) Capacity building project III took place in Malta. At this occasion, representatives of Malta Union of Teachers (MUT), partner to the project, as well as Maltese education employer organisations including the Ministry of Education and Employment and representatives from the Catholic Education of Malta met with EFEE and ETUCE to discuss the current state of play of social dialogue in Malta with a focus on how can social partners support teachers, trainers and school leaders. The ESSDE partners were joined in the discussion by representatives from the University of Malta, the College of Arts Science and Technology and the Institute of Tourism Studies of Malta, the Independent Schools Association and the trade union confederation For.U.M and Malta Employers' Association. Discussions were eventually enriched by the social partners from Greece: ETUCE member organisation OLME, and the Ministry of Education, Research and Religious affairs of Greece.

EUROPEAN AND FINNISH SOCIAL PARTNERS DISCUSS CHALLENGES OF INTEGRATION AND PREVENTION OF RADICALISATION OF YOUNG STUDENTS

helsinki2018On 24 of April 2018, the sixth round table of the European and national social partners took place in Helsinki. During this meeting, representatives from ETUCE member organisation partner to this project OAJ, Opetusalan Ammattijärjestö and representatives of Finnish education employer organisations members of the European Federation of Education Employers (EFEE), the Association of Finnish Independent Education Employers (AFIEE), met around a table together with representatives from the Ministry of Economic affairs and Employment of Finland, the Helsinki City Council, the Helsinki Police Department, the Finnish National Agency for Education, Omnia and Eira High school for adults to discuss how to strengthen the links between the ESSDE and the national social dialogue. In particular, the partners addressed the promotion of inclusive education through fostering citizenship and the common values of freedom, tolerance and non-discrimination and the prevention of radicalisation of young people as a matter of joint concern. European and Finnish social partners were joined in the discussion by representatives from the Estonian social partners: ETUCE member organisation EEPU, the Ministry of Education and Research and the Association of Estonian Cities and Municipalities.

ROUND TABLE OF THE SOCIAL PARTNERS IN LUXEMBOURG: HOW TO MAKE THE TEACHING PROFESSION MORE ATTRACTIVE?

lux2018On 3 May 2018, European and Luxembourgish social partners came together to discuss how the social partners could contribute to make the teaching profession more attractive during the seventh round table meeting of the European sectoral social dialogue in education (ESSDE) Capacity building project III. ETUCE and EFEE were hosted by project partner and ETUCE member organisation SNE/CGFP. They were joined by the Luxembourgish Minister of Education, Childhood and Youth, Mr Claude Meisch, representatives of Fédération des Universitaires au Service de l’Etat (FEDUSE) and representatives of the Belgian social partners members of EFEE and ETUCE, namely from the Katholiek Onderwijs Vlaanderen and ACOD-Onderwijs. The social partners discussed the many challenges that the teaching profession is facing, including that of shortage and of low attractiveness for young students. The discussion was enriched by several presentations, including on the recent European Pillar of Social Rights, and the Eurydice recent report “Teaching careers in Europe”.

ROUND TABLE OF THE SOCIAL PARTNERS IN DENMARK

essdeDK2018On 03 October 2018, ETUCE and EFEE met Danish and Swedish social partners in education in Copenhagen, as part of the eighth roundtable meeting of the European Sectoral Social Dialogue in Education (ESSDE) Capacity building project III. Participants discussed the opportunities and challenges of national and European social dialogue in relation to teacher shortages and the European level policy-making tools available to social partners. Participants were joined by experts from the University of Nottingham, the project’s expert consultant firm, ICF, and the European Commission’s Representation to Copenhagen. Swedish social partners in education were invited to share their national experiences for peer-learning purposes.

FINAL CONFERENCE: EUROPEAN AND NATIONAL SOCIAL PARTNERS GATHER IN SOFIA TO DISCUSS CAPACITY BUILDING NEEDS FOR JOINT EDUCATION POLICY BUILDING

sofia18On 13-14 June 2018, the ETUCE and EFEE joint closing conference of the ESSDE Capacity Buidling project III took place in Sofia, Bulgaria. The conference wrapped up five years of national and European social dialogue capacity building activities which have brought the European and national social partners around a table in eighteen European countries and two EU-candidate countries. The conference gathered over 80 education trade union and employer representatives from all EU/EFTA and candidate countries, who were to apply their newly acquired knowledge and come to grips with the essentials of their work which is joint education policy building. The social partners discussed the state of the social dialogue in their countries and how to strengthen the links between the national and the European Sectoral Social Dialogue in Education (ESSDE). Through expert presentation from the European Commission, Eurofound, the European Education Council and the Bulgarian government, and the project expert, ICT, the conference shed light on the growing convergence between European policy coordination and national education policy. Initiatives such as the European Pillar of Social Rights, and its implementation through the European Semester, the recent proposal for a European Education Area 2025 and the state of industrial relations in Europe were discussed. Within participatory workshops, education social partners exchanged on how to jointly tackle challenges related to occupational health and safety, support to teachers, trainers and school leaders and equity and equality in education.
