The two year project aims to identify and promote successful joint approaches of social partners in ensuring the full inclusion of persons with special needs in education systems and education policies (focusing on education personnel and leadership of education institutions), as well as to evaluate the current policies and practices, resulting in a concrete set of proposals and recommendations for national member organisations, employers in education, education authorities and governments. The initiative is carried out by the ETUCE and EFEE in partnership with education trade unions and employer organisations from Belgium, Spain, Portugal, Romania, Moldova, Germany, Ireland, and France.

Final project Conference will take place in Chisinau, Moldova in January 2026.  

Participants will hear about the outcomes from the project study and training seminars, and conclusions drawn for further follow up action in the ESSDE, as well as have the opportunity to evaluate the draft Joint Guidelines on how to promote effective inclusion of persons with special needs in the education system and education policies through joint social partner initiatives at national, regional and local level. They will also get to learn from best practices collected from social partners during the training seminars and through the research activities. Participants are to be asked to forward proposals for joint outcomes by critically considering whether the joint work on the agreed topic has been suitable to improve the European social dialogue quality in terms of its functioning and effective work on the implementation of the ESSDE work programme.
