The European Agency for Special Needs and Inclusive Education has published in October 2014 the report on "Vocational Education and Training". The report gives an overview about inclusive measures and policies in vocational training in 28 European states. Although the report highlights progress in the integration of students with special needs in some education institutions, improvements are still necessary.

The report criticises several points, such as the heterogeneous definition of vocational training and the rare physical and human support at the workplace of workers with special needs.
